As of 24 March 2020, the government has banned the presence in retail food stores from 8:00 to 10:00 of all persons other than senior citizens over the age of 65. 

Ministři 24. 3. 2020 rozhodli o úpravě vyhlášeného mimořádného opatření o vyhrazené nákupní době pro seniory nad 65 let. Na základě poznatků z praxe rozhodli změnit vyhrazené časy, kdy kromě seniorů nebudou moci být v maloobchodních prodejnách potravin, hygienického zboží, kosmetiky a jiného drogistického zboží jiní zákazníci, a to na 8.00 až 10.00 hodin. Na lékárny se toto opatření vztahovat nebude.

At an extraordinary meeting on Wednesday, 18 March 2020, the government approved several new measures to combat the spread of the coronavirus. It is introducing a ban on any movement outside one’s place of residence without protective respiratory equipment. At the same time, for senior citizens over the age of 65, a time has been reserved for food shopping, from 10.00 to 12.00. Those “commuting” to work abroad will be subject to stricter curfew rules.

At today’s extraordinary meeting, the government ruled that from 19 March 2020 people are prohibited from moving around outside their homes without protective respiratory equipment. Protective devices include surgical masks, respirators, face masks, scarves, head scarves or other means of preventing the spread of droplets.

As of 19 March 2020, the government has banned the presence in retail food stores from 10:00 to 12:00 of all persons other than senior citizens over the age of 65. Owners and employees of these stores are exempt from this. “Of course, our pensioners are the most at risk and we are concerned for them. We have therefore decided that starting tomorrow only pensioners may buy foodstuffs from 10:00 to 12:00. We still have to add drugstores and pharmacies to this, the Minister of Health will be preparing that today for the government’s approval tomorrow,” explained Andrej Babiš.

The operation of Czech Railways long-distance trains is now to be temporarily restricted. These restrictions will apply to 6.6% of train journeys. The reductions will affect 39 out of a total of 589 trains operated on a state-contract basis.

At an extraordinary meeting of the government on Sunday, 15 March 2020, the government of Andrej Babiš decided, as part of its precautionary steps, to take additional emergency measures against the spread of SARS CoV-2. From midnight on 16 March until March 24, 6:00, it has declared restrictions on the free movement of people with certain defined and necessary exceptions. It also extended the reintroduction of border surveillance.

“We have evaluated the development of the situation with the spread of the coronavirus and have adopted fifteen resolutions at today’s session of the government. These resolutions are intended to restrict the free movement of people and to prevent the spread of the coronavirus to other people,“ Prime Minister Andrej Babiš said following the meeting.

As of 16 March 0:00 restrictions on the free movement of people are in place throughout the Czech Republic. You will only be able to leave your home in precisely specified cases, for example for a trip to one’s work or business, for essential trips to family and loved ones, shopping trips to purchase food and essential supplies, medicines or pet supplies, visits to the doctor or to deal with urgent official matters or to the post office. The service rounds of police officers, doctors or social workers are of course also allowed, as are individual walks in parks or in the countryside.

At the same time, the government has ordered people to restrict their stay in publicly accessible places to the time needed, and to limit their contact with other people to the essential minimum. The government has called on employers to make maximum use of home-based work for their employees, to accommodate to the maximum extent any holiday or paid-leave requests and to limit any work that is not essential to maintaining the employer’s business activity.

When in contact with others, people should maintain a safe distance of at least two metres. The government also recommends making maximum use of cashless payments and paying increased attention to hygiene measures.

The government has also approved the option of deploying Czech Army soldiers and Customs Officers in this crisis and has extended the emergency measure on the temporary reintroduction of border controls in the Czech Republic until 4 April 2020 at 23:59. Border controls relate to the land border with Germany and Austria and the air border, while the borders with Poland and Slovakia are being protected by both of these countries at their own initiative.

It has also clarified the emergency measure banning retail sales and the sale of services in business premises; this now does not relate to auto repair workshops of up to 30 people, towing services, spare parts sellers, mail order services, gardening and agricultural requirements shops, ticket agencies, spa facilities providing services covered at least in part by public health insurance, funeral services, florist shops, shops and dispensaries of medical devices and premises related to the construction industry. The prohibition also does not apply to activities that are not trades under the Trades Licencing Act.

On the other hand, from 16.00 onwards on 16 March 2020, the sale of accommodation is prohibited except for hostels, spa facilities and school boarding facilities;  the running of driving schools, alternative taxis except for food distribution, the operation of laundries and dry cleaners, the retail sale of building materials and hobby markets are all prohibited. The same starting time applies to a prohibition on the running of indoor and outdoor sports facilities. The government has decided that, until further notice, the so-called blue parking zones in towns and municipalities are cancelled. The direct sale of tickets by train conductors on trains has also been banned.

Vláda rozhodla o povinnosti nosit mimo domov ochranné prostředky a vyčlenila seniorům čas pro nakupování potravin

Vláda na dnešním mimořádném zasedání rozhodla, že ode dne 19. března 2020 se všem osobám zakazuje pobyt a pohyb mimo bydliště bez ochranných prostředků dýchacích cest. Jako ochranné prostředky se počítají roušky, respirátory, ústenky, šátky, šály či jiné prostředky, které brání šíření kapének.

Omezení volného pohybu

s účinností ode dne 16. března 2020 od 00:00 hod. do dne 24. března 2020 do 6:00 se zakazuje volný pohyb osob na území celé České republiky s výjimkou: 

• nezbytných cest za rodinou nebo osobami blízkými
• cest nezbytně nutných k obstarávání základních životních potřeb (např. nákup potravin, léků a zdravotnických prostředků, hygienického zboží, kosmetiky a jiného drogistického zboží), využívání nezbytných finančních a poštovních služeb
• cest nezbytně nutných k zajištění potřeb a služeb podle písmene pro jinou osobu (např. osobu blízkou v karanténě)
• cest do zdravotnických zařízení
• cest za účelem vyřízení neodkladných úředních záležitostí
• pobytu v přírodě nebo parcích

s účinností ode dne 16. března 2020 od 00.00 hod. do dne 24. března 2020 do 6.00 se nařizuje osobám pobývajícím na území České republiky

• omezit pohyb na veřejně dostupných místech na dobu nezbytně nutnou a pobývat v místě bydliště s výjimkou výše uvedených případů
• omezit kontakty s jinými osobami na nezbytně nutnou míru

Opatření v oblasti cest do a ze zahraničí

• od 16. března 2020 0.00 hodin platí zákaz vstupu na území České republiky pro všechny cizince s výjimkou cizinců pobývajících s přechodným pobytem nad 90 dnů nebo trvalým pobytem v ČR
• od 16. března 2020 0.00 hodin byl vyhlášen pro občany České republiky a cizince s trvalým nebo přechodným pobytem nad 90 dnů na území ČR zákaz vycestovat z České republiky
• od 13. března od 12.00 hodin platí mimořádné opatření nařizující, že všichni občané České republiky a cizinci s trvalým nebo přechodným pobytem nad 90 dnů na území ČR, kteří se vracejí z pobytu na území rizikových oblastí, mají povinnost tuto skutečnost nahlásit, a to telefonicky nebo jiným vzdáleným přístupem, svému praktickému lékaři nebo lékaři pro děti a dorost a strávit 14 dní v karanténě

Opatření o zákazu kulturních, sportovních a dalších akcí a o provozu maloobchodu

• od 13. března 2020 od 6.00 hodin byl rozšířen původní zákaz pořádání akcí s účastí veřejnosti
• s účinností od 14. března 2020 od 6.00 do 24. března 2020 do 6.00 se zakazuje maloobchodní prodej a prodej služeb v provozovnách, s výjimkou těchto prodejen:
  • potravin,
  • pohonných hmot,
  • hygienického zboží, kosmetiky a jiného drogistického zboží,
  • v lékárnách a výdejnách zdravotnických prostředků
  • brýlí, kontaktních čoček
  • novin, časopisů,
  • tabákových výrobků,
  • služeb prádelen a čistíren,
  • prodeje přes internet a dalšími vzdálenými prostředky,

• od 16. března 2020, 00.00 hod. se zákaz maloobchodního prodeje zboží a služeb nevztahuje také na:
  • provozovny umožňující vyzvednutí zboží a zásilky od třetí strany,
  • prodej zahrádkářských potřeb včetně osiva a sadby,
  • pokladní prodej jízdenek,
  • květinářství,
  • výdej a prodej zdravotnických prostředků,
  • prodej textilního materiálu a textilní galanterie,
  • servis výpočetní a telekomunikační techniky, audio a video přijímačů, spotřební elektroniky, přístrojů a dalších výrobků pro domácnosti

• s platností od 16. března 2020, 00.00 hod. se nařizuje, že prodej nebaleného pečiva se povoluje pouze za splnění těchto podmínek:
  • je zajištěno, že v místě odběru pečiva nedochází ke shlukování osob,
  • prodejní místo je vybaveno pomůckami osobní hygieny

Opatření v oblasti školní docházky a vzdělávacích akcí

• od 13. března 2020 byla zakázána osobní přítomnost žáků na základním, středním a vyšším odborném vzdělávání ve školách a školských zařízeních a na hromadných formách výuky a zkoušek při studiu na vysoké škole a akcích pořádaných těmito školami
• k 13. březnu 2020 je zakázána také osobní přítomnost osob na vzdělávání v jednoletých kurzech cizích jazyků s denní výukou

Zařazení koronaviru na seznam nakažlivých nemocí

•  na seznam nakažlivých lidských nemocí byl nově doplněn koronavirus SARS-CoV-2;
• to znamená, že úmyslné šíření nového koronaviru bude nově trestným činem.

UPOZORŇUJEME zákaz vstupu do obchodů, na úřad, k lékaři atd. bez roušky či jiné ochrany nosu a úst (šátek, šála, apod.).

Zároveň DOPORUČUJEME toto opatření dodržovat při každém pohybu mimo budovu bydliště (na ulici).
